Substance Abuse Treatment and Recovery Services System Profile

 The Substance Abuse Treatment & Recovery Services System Profile is intended to identify those resources in the community that match the components of the Coalition-developed service system model and to a limited extent assess the adequacy of the existing resources. An outline of the Service System Model is provided as part of the Profile and a more detailed description of system components is provided below. As currently formatted, the Profile is appropriate for planning and system assessment, but not for use by the general public. However, the information it provides could be incorporated into a everyday tool for matching patients to resources.

The Profile was developed principally from the Behavioral Health Resource Guide (BHRG) published annually by the New Orleans Health Department beginning in 2012. Other sources include the Substance Abuse and Mental Health Services Administration Facility Finder based on the annual National Survey of Substance Abuse Treatment Services (N-SSATS), a contracted provider list from the Metropolitan Human Services District (MHSD), a provider panel list from Magellan (the single managed behavioral healthcare organization serving Medicaid enrollees in Louisiana) and list from ViaLink 2-1-1 serving Greater New Orleans.

Because of the limitations of information systems and data collection, the match of model service components to the actual services available is not complete. Further no consistent information is availability regarding the capacity of the system in terms of individuals served or the quantity of services provided. In 2013 the Coalition's Treatment Work Group attempted to collect data co-incident with the annual N-SSATS survey, but with little success. Results of further efforts to collect critical data are provided below.

The data base underlying the Profile is an Excel spreadsheet file expanded from the 2012 Behavioral Health Resource Guide spreadsheet. The Profile is based on the facility concept. Consistent with the N-SSATS definition, a facility is a physical location where a client accesses services, initially or on a continuing basis. A angecy may provide multiple types of services a single facility location, but if services are provided at multiple locations, these locations should generally be considered separate facilities. Each row of the Excel spread sheet represents a facility. Where possible each facility is given its actual N-SSATS facility number; otherwise a alternate facility number is assigned. For documentation pruposes, the Profile data base is provided below.
